Rafael came to Genoa City as a friend of Billy Abbott's who Billy called upon to help out the Winters family. When Social Services took Ana away, Billy went to Rafe as a favor to Lily.
Rafael and Billy went to school together, where Rafe was often teased as a scholarship student, until Billy stepped in and defended him. Rafe feels he owes Billy.

Rafe is in Adam's room, trying to talk to him about coming out of the closet. Adam insists he's not gay and wants to be with Heather. Rafe feels he'll have a hard time convincing her of that. Adam tells him to let this thing go, but Rafe accuses him of playing games with him.
Victor heads upstairs to Adam's room, where he and Rafe are still arguing. Victor tells Rafe he will drop all charges if Estella cooperates. Rafe scoffs, saying she's not going to plead guilty to gaslighting Ashley - she didn't do it. Victor says there is an accomplice, and cameras were found on the premises. Rafe is outraged, saying if someone else is involved, Victor should be begging for Estella's forgiveness! Victor hollers that he needs to give his message to his aunt, warning that he won't go easy on anyone who does this to his family!
Rafe meets with Estella at the coffee house. He tells her that the Newmans think she helped someone else gaslight Ashley. He tells her that he thinks he is beginning to figure out who might be behind all this. In his mind he thinks back to all of his conversations with Adam, and then asks Estella if she thinks it could be him. Estella doubts it - he's Victor's own son and he's nearly blind! Rafe says he's going to find out!
At the psychiatric facility, Rafe helps Sharon check into her room. Sharon looks around uneasily.
Rafe and Heather meet on the patio at Crimson Lights. Heather is short and terse with him. They discuss Sharon's case - Heather informs him that she won't be getting away with it this time! Heather then drops the pretenses and confronts him about sleeping with Adam. Rafe tells her if she can't function professionally because of this he will go to the D.A. Heather hollers that he is a public defender who slept with a client! Paul appears and comforts Heather as Rafe leaves. Paul takes a call from Todd, and says he'll let him know if he hears from Patty. After hanging up, Heather tells Paul she's sorry she cried - she feels like such an idiot for not seeing what Adam was really like! Paul says it's because she loved him - Paul knows what it's like to lose someone - it hurts like heck! She wonders if she'll ever be able to trust her instincts again - he was using her. She asks how he's doing with Nikki having left. Paul says he's okay - he's been busy looking for Mary Jane.
Rafe arrives at the Club and tells Sharon and Jack that there will be no jail time for Sharon - on the condition that she voluntarily commits herself to a psychiatric facility! He tells them it would be for thirty days. He explains that the last time she was arrested she said that she was having blackouts. He warns that there isn't a lot of public sympathy for rich people who steal, and there is a security tape, so she wouldn't have a good shot at beating the charges. Sharon asks about her baby. Rafe says that she wouldn't be able to have it with her - it would have to go to the father or the court would intervene. He tells her she could get ten years in prison! Rafe advises that they shouldn't have any reason to hold her longer than thirty days - she should call him as soon as she decides. After he leaves, Jack urges her to take the deal. He then tells her that he saw the ring - it was the same as Phyllis's. He suggests that the secret that she is keeping is getting to her - the thirty days could be just the break she needs. Jack reminds her the clock is ticking, she has to decide. Sharon picks up the phone.
Rafe shows up in Adam's room, just as he's patting himself on the back for being so clever as to hide a camera in his own room. Adam tries to get rid of him, but Rafe says he knows about the cameras. He asks if Adam told Heather about them - he wants to talk about this. Rafe says he knows that coming out is a big step - he wants to help him!
