Can someone explain the Chloe/Billy relationship?

When Chloe waited to meet Billy at the newsstand did she know who he was and that he was rich? Did she just plan to get pregnant by him, but not fall in love with him? Was she aware of his brother Cane before coming to GC, and why not tell Billy about the baby before coming to GC?

Chloe knew who Billy was and planned to meet him. She didn't plan to have feelings for him but she fell in love with him. She probably has a lot of hatred towards the Chancellor for sending her away and her not having a family life. I hope the writers dig into her motives more. I remember Esther saying she mentioned to Chloe that Jill had found her long lost son. I imagine when Chloe found out she was pregnant she knew that Billy was just having fun with her and Chloe saw the way Cane was when Lilly was pregnant and how he treated her in their relationship. She wants the status of being a Chancellor but she also wants the family life she never had. She would never get that with Billy. Seeing how jealous Chloe was of Amber and Billy I can only imagine what a hormonal Chloe will be like if Billy and Lilly hook up. I think the s/l is going to take a lot of turns and get interesting.

Thanks. That does make sense and you're right. Spoilers have been saying that Billy and Lily hook up. Don't tell me that they will pull the usual "baby's has a health problem and will the real father please step up".
