I disagree, he has already in the hospital when yelling at Ashley yelled at her that he didn't give a damn about the Abbott's. And when he saw Tracy for the first and only time, he didn't even thank her for her kindness when he didn't deserve it.
He hadn't changed, it was just a matter of time until he got on his feet till he started being the bastard he always is. In this case, was anything Billy said a lie? I think not. If you don't want it in the press, you shouldn't do it. Same with saint Victoria.
