Todd does have motive to keep him out of Starr life. I mean he went the whole I am okay with Starr getting married to make Blair the bad cop.

i don't think todd set cole up, but i can see todd getting word of cole's undercover work and trying to mess that up somehow... like tampering with one of cole's drug tests to make it look like he is using what he is selling or bribing the judge or working with the dirty cop and asher's family.
