Why are TPTB so reluctant on romance?

Wonder why TPTB are so reluctant to pair up couples on the show? Why don't they throw different ones together like they did Coop and Beth in a scene or two and see which ones have chemistry? Some amazing duos have come out that way, seems simple to me. |
