IA. But they have to keep this dragging out a bit more, and maybe since Rafe is a little preoccupied Sami and Ej can bond and get closer.

Also, I do think it is stupid because I would've thought with the FBI training he should have recieved, it would have trained him how to escape several different scenerios

I think that Chrissi told us that the reason for bringing Meredith back was to further the Sami/Rafe storyline. I also think it will help to introduce Carly to the show. I agree it is a kind of stupid s/l, but it is short-lived and does have a purpose.
As far as Rafe being a trained FBI agent and able to get out of situations, I am sure he has been. But when you have been knocked out cold several times, there is a limit as to what you can do to escape. He did try yesterday and might have succeeded if Meredith hadn't returned when she did. Besides, it adds to the drama of the whole situation.
