Estranged son and heir to Bill Spencer, Sr. He came to Los Angeles to take over the west coast office after his father died. Bill teamed up with Stephanie to produce a webcast where Stephanie talked about fashion and ripped on the Logans and Forrester Creations.

Steffy and Bill discuss his misconstrued nature and he says he likes to straddle the fence between bad and superbad. He likes to keep his adversaries guessing and Steffy says she’ll remember that. They discuss his reasons for buying Forrester and how she grew up. He sees some similarities between her and Katie and Steffy wonders if Katie really knows him. He says he’s not an open book, but he’s a good judge of people and Katie just needed someone to give her a chance to shine. When he believes in someone he gives them his backing completely and that’s what Steffy has: someone who believes in her. She asks to see the sword he wears on his chain and he says it’s symbolic of how he lives his life: never give up and never surrender. He knows Steffy will deliver and is willing to take risks and she says it’s important to take them when you know what you want. She wants to be his biggest success story because he has inspired her like no one else has. She wants to make her mark and turn FC into the company they know it can be. She wants to make him proud and hugs him and then kisses him.
Steffy preps the photo shoot when Bill comes in to wish her luck. Katie, Brooke and Donna walk in dressed in their Hollywood glamour gowns and Bill is impressed.
The photo shoot gets underway as Steffy directs. As they observe, Bill tells Ridge he should be very proud of Steffy and Ridge appreciates him treating her with respect. Bill says she earned it by showing her loyalty and commitment to the company and hopes the rest of the Forrester’s follow her lead and embrace this opportunity. When they break, Katie asks Bill to join her for a photo and he obliges. Katie and Bill think the campaign will work and she reminds him about the caterers and leaves.
Alone, Steffy thanks Bill for giving her this opportunity and then asks why he did it. He tells her she came up with a great idea and sealed the deal with her vitality and enthusiasm. Before he leaves, he tells her not to rest on her laurels; once he knows someone is capable of perfection, he expects nothing less.
Steffy comes to Bill’s office with the proofs from the shoot and he tells her she exceeded his expectations. He tells her to run with this, but she will be eating, sleeping and breathing this campaign or else he will fire her. Steffy thinks she’s seeing a different side to him: he’s tough but cool too. She says she’s cool as well and maybe one day he’ll be as cool as her. Bill can only dream.
