No, Ridge did not kill Shane. Shane killed himself and Ridge was scared they were going to blame him so he dumped the body in the water but he did not kill Shane.

Isn't dumping a dead body in the ocean a crime? Why not report it to the police. Shane was a no good human being but he still was a human being not a dead dog that you just dump anywhere. Suppose Storm would have killed Stephanie when he shot her and dumped her off to sea. How would Ridge feel?

Good point for it makes him look suspcions and I would have to said that Ridge will do anything to cover his butt to make the cops not to ask questions. But if he didn't do it then he shouldn't had done that in the first place. And I would said how Ridge feels mad angry at Storm devastated that his mommy is gone. I think that it is how Shane parents or don't even know what happened to their son.
